The work is part of the Joint Infrastructure Recovery Request (JIRR) program, a partnership between the City of New Orleans and the Sewerage and Water Board of New Orleans (SWBNO). The initiative aims to repair and upgrade roads, waterlines, sewer systems, and drainage networks across the city.
Funding for these projects comes from various sources. Federal funds play a significant role, including allocations from FEMA for road and waterline repairs and grants from the FEMA Hazard Mitigation Grant Program to reduce future disaster risks. The HUD National Disaster Resiliency Competition has also contributed funds to enhance disaster resilience. Locally, the Sewer System Evaluation and Rehabilitation Program, part of a federal consent decree, addresses sewer system improvements. Additionally, bonds approved by voters in 2016 provide supplementary funding for infrastructure projects.
The roadwork is, in part, a response to the lingering effects of Hurricane Katrina, which caused widespread damage to the city’s infrastructure. FEMA initially set an August 2023 deadline for the city to utilize approximately $2 billion in federal funds earmarked for post-Katrina repairs. However, the scale and complexity of the work led to delays, prompting the city to request and receive a deadline extension to March 2025. Officials plan to seek another extension to 2027 or 2028 to secure the additional $1 billion needed to complete the projects.
While the ongoing construction has led to disruptions and traffic congestion, city officials stress the importance of the work for New Orleans’ long-term resilience and functionality. The upgrades aim to modernize aging infrastructure and reduce vulnerabilities to future disasters, ensuring the city is better prepared for the challenges ahead.
