
Morris B. Vance, a retired public official who held the unique distinction of serving as both mayor and city manager in Vista, died Thursday, the city announced. He was 85.
The Utah native’s career spanned more than four decades, including 30 years in Vista. A community room at Vista City Hall bears his name.
“Morris Vance’s vision and commitment to Vista have left a profound and lasting impact on our community,” current City Manager John Conley said in a news release. “He was a remarkable leader and a beloved member of our city who cared deeply about every resident. His legacy will continue to inspire future generations.”
Vance began his career in public service in 1965 as an administrative assistant for Los Angeles County. His other roles included assistant city manager in Carson and city manager in Lomita, before he came to Vista in 1981.
He was city manager for 17 years. overseeing numerous projects including formation of the city’s redevelopment agency, development of Vista Business Park and Industrial Park, now home to more than 800 businesses, and the addition of community assets such as the Vista Library, Senior Nutrition Center, Wave Waterpark and several fire stations.
In addition, the number of of law enforcement officers in Vista tripled during his time as city manager.
After his tenure in city administration, Vance continued to serve Vista in two terms as mayor, winning election in 2002 and 2006. His leadership led to the successful passage of Proposition L in 2006, providing funding for critical projects like fire stations, a sports park, and renovations to the Moonlight Amphitheatre.
Under his leadership, Vista became a charter city in 2007. He prioritized community-oriented projects, including Operation H.O.P.E., a collaborative winter shelter for homeless families and women, and in his private life, he supported the Boy Scouts of America.
His wife of 48 years, Janice, preceded him in death in 2011. They raised two sons, David and Tommy, and Vance was also a grandfather and great-grandfather. He is survived by wife Laureen, whom he married in 2013.
